What Is Shadow AI: And Why It Is Nothing Like Shadow IT

Shadow IT was about apps. Shadow AI is about behavior, data, and decisions being delegated to models your company never approved.

Every few years, security teams face a new version of the same problem: employees find a faster, easier way to do their jobs. IT finds out about it six months later, after the damage is done.

Shadow IT taught us that people will always route around friction. But what’s happening now with AI is fundamentally different, and treating it the same way is one of the most dangerous mistakes a security leader can make.

Shadow IT: The Original Sin

When Dropbox went viral inside enterprises in the late 2000s, CISOs scrambled. Employees were storing company files on personal cloud accounts. IT didn’t know. Security policies didn’t cover it. The fix was relatively straightforward: block the domain, migrate the data, issue a policy.

Shadow IT was a governance and storage problem. The data sat somewhere it shouldn’t. The solution was to find it, move it, and lock the door.

That mental model (find the unauthorized tool, block it, move on) does not work for AI. And here’s why.

 

Shadow AI: A Completely Different Animal

Shadow AI isn’t just “unapproved software.” It’s unapproved cognition.

When an employee pastes your internal pricing model into ChatGPT to “make it easier to read,” several things happen simultaneously:

  • The data leaves your environment, potentially forever
  • It may be used to train the model you just fed it to
  • There’s no log, no audit trail, no timestamp
  • The output, and any decisions made from it, exist outside your governance framework
  • You have no idea it happened
  • ChatGPT, Claude, Gemini, Copilot, Perplexity plus every model that launches next month
  • Browser extensions with embedded AI capabilities
  • Native OS-level AI features (Windows Copilot, macOS Intelligence)
  • Any internal tool that quietly added an “AI-powered” feature
  • The model your developer is calling directly via API
  • What data is being sent to AI models and which models?
  • What decisions are being influenced or made by AI outputs?
  • Which AI agents have access to which systems?
  • When a human defers to an AI recommendation, is that visible anywhere?

 

That last point is the one that should keep CISOs up at night. Shadow IT left breadcrumbs. Shadow AI is designed, by default, to leave nothing.

Why Blocking Doesn’t Work Anymore

The instinct to “just block it” made sense for Shadow IT. Block the Dropbox domain. Problem (mostly) solved.

Try that with AI. You’d need to block:

Even if you blocked all of that today but tomorrow it looks different. AI is not a destination. It’s becoming the operating layer of every application your employees already use.

You cannot govern what you cannot see. And you cannot see Shadow AI with Shadow IT tools.

 

What Governing Shadow AI Actually Requires

Shadow AI governance requires a shift from perimeter-based thinking to behavior-based thinking. Instead of asking “what apps are they using?”, the question becomes:
